Philippa has worked in infrastructure finance for almost 30 years, as an adviser, lender and principal. The combination of an extensive private sector career with 8 years in central Government brings a dual lens to projects. Currently within the Infrastructure and Projects Authority, Philippa has a wide range of contacts across Government. Prior to joining HM Treasury in 2013, Philippa was a Partner at EY, and had previously been at Deutsche Bank/Morgan Grenfell for many years, having started her career at Morgan Stanley. While in the private sector, Philippa worked in many sectors of infrastructure including health, education, emergency services, prisons, transport, water and energy.
In the IPA, Philippa advises Government departments on projects in the energy, transport, water and digital sectors, and recently led on the £400m Charging Infrastructure Investment Fund for electric vehicle charging where the Government is investing up to £200m on commercial terms alongside the private sector. This followed the model of the £800m Digital Infrastructure Investment Funds that she set up in 2017. Philippa is currently focusing on the Government's Net Zero agenda, working with BEIS on heat networks, Carbon Capture, Utilisation and Storage, and hydrogen. Philippa is a regular speaker at conferences. As a strong supporter of developing talent, she is also a qualified Executive Coach and Mentor working with individuals both within and outside of the civil service. She is a keen linguist (particularly Spanish) and has recently completed a Masters in Applied Linguistics.
