In response to the State’s strong and continuously developing pipeline of major infrastructure projects, we are now looking to augment our team with more infrastructure professionals who share our passion for contributing to the development of the State for the future of the people of NSW.

Based within NSW Treasury, the Infrastructure and Structured Finance Unit (ISFU) works alongside all NSW government agencies and focusses on complex and challenging project arrangements in a diverse range of industrial sectors. As part of the team, you may find yourself providing strategic, commercial and/or transactional advice in support of the State’s renewable energy transition roadmap, assisting in the design and implementation of transformative transport projects or helping to deliver critical new social infrastructure in the health, education, social housing or corrective justice sectors.

If you are an experienced professional looking to move into an exciting role with access to the highest quality project development and financing transactions available in the State, we would be very keen to hear from you. Experience gained within the public or private sector, in legal or financial advisory teams, institutional banking, PPP sponsor or contractor bid team with a focus on commercial / financial structuring would all be useful. We would be equally interested to hear from candidates who may be currently working in the industry, looking to re-align their careers or returning after a career break.

Infrastructure & Structured Finance Unit (ISFU)

The ISFU is NSW Treasury’s in-house infrastructure transaction advisory team. It specialises in providing strategic, commercial and financial advice on structuring, funding and financing large and complex infrastructure investment and energy projects including Public Private Partnership (PPPs).

ISFU advises on all high profile, complex infrastructure transactions developed within NSW, regardless of the procurement model used. In addition, ISFU is the custodian of the NSW PPP Policy and Guidelines which govern the development and delivery of PPP projects in NSW and collaborates with delivery agencies throughout the project lifecycle from investment decision, bid development and evaluation, negotiation, contract execution and financial close.

The unit also provides structuring advice to develop alternative sources of capital and leads the restructure, refinancing and renegotiation of material contractual or commercial changes to existing projects.

Associate Director’s Role

The Associate Director plays a leading role advising in relation to the design, procurement and delivery of complex infrastructure and structured finance transactions. The role will suit an individual with significant industry experience who has the ability to work with autonomy, make key decisions and play a front-line role in negotiations, strategy discussions and commercial evaluations. The Associate Director plays an important role supervising and developing other members of the team and will provide key input into the day to day running of the team.

Senior Associate’s Role

The Senior Associate is an integral member of the team and will have a leading role in relation to discrete aspects of the design, procurement and delivery of complex infrastructure and structured finance transactions.  The role will suit an individual with experience in the industry who has the ability to work independently and make key decisions and make an important contribution to negotiations, strategy discussions and commercial evaluations.  The Senior Associate will support and develop other members of the team.

Indicative Applicant Attributes

  • Experience in infrastructure, construction, major projects or project finance at a top tier law firm (or recognised mid-tier law firm) or similar in-house role with the ability to review complex legal documentation
  • Experience gained in financial institutions or professional service firm transaction advisory team with a focus on infrastructure and/or energy with excellent financial modelling and analysis skills
  • PPP sponsor or contractor bid team with a focus on commercial and financial structuring experience
  • Previous experience structuring, negotiating and executing infrastructure or energy transactions and taking a lead role in transaction management including financial and legal due diligence
  • Advanced project management and coordination skills
  • Experience with construction law, contracting models, risk allocation and project finance
  • Problem solving skills, specifically related to implementation and delivery of a project
  • Highly developed communication skills inclusive of written, oral and presentation
  • Excellent relationship building skills with an ability to engage and manage internal and external stakeholders
  • Highly organised and effective in high pressure situations, with an ability to broker solutions and to work to tight deadlines
  • The desire to work as part of close-knit, sociable and high-performing team
  • Relevant tertiary qualifications in finance, commerce, mathematics, engineering, law, actuarial studies or a related quantitative discipline
